Growing up in the Arbuckle Mountains in Southern Oklahoma, Mr. Edgar’s career has been defined by hard work, determination, and most of all, helping others.
After graduating from Engineering school, he began his professional career at the Texas Department of Transportation in Dallas. He passed the comprehensive Engineer In Training (E.I.T.) Exams, completed four years of internship, then passed the Professional Engineering (P.E.) Exam scoring the highest score ever recorded at his employer placing him in the top 3% of all civil engineers. He designed electrical circuit systems and traffic models, was assistant construction manager over the largest public works project in the U.S. at that time, and served as transportation design manager for the NE Dallas metroplex. In the private sector he designed industrial developments, flood control systems, nuclear remediation, military facilities, freeways, golf courses, residential developments, and large casinos. In total, Mr. Edgar has been responsible for approximately $1 billion in design and construction.
Mr. Edgar then went to law school where he graduated cum laude, was selected as Managing Editor of Law Review, and awarded the Wilkinson Award for his legal clinics for Oklahoma’s Native American tribes. As an attorney, he has served as Sr. Counsel at two Fortune 250 engineering companies and at the University of Oklahoma. He also volunteered as court appointed advocate for deprived and abused children and the mentally handicapped.
He has deep expertise in international commercial ventures, alternative energy development, U.S. Federal Contracting (FAR), International Arms transactions (ITAR), Corp of Engineers contracts, large scale design and construction, military and space launch deliverables, all US Export Controls, visa sponsorship, threat analysis, and military deliverables. He also specializes in trust law, estate planning, and wealth protection for domestic and international clients. He has taught contracts law, construction risk mitigation, and export controls compliance to architects and engineers in Oklahoma, Texas, Massachusetts, and Colorado. He has taught estate planning strategies in Texas and Oklahoma. He is a graduate of the FBI Citizens Academy, and a Certified Export Controls Professional for military and goods exports.
His case theory on the Red River Compact, written and published while a law student (LSU Oil, Gas, and Energy Quarterly, 2010), was later adopted by the U.S. Supreme Court as the new law governing interstate water agreements (Tarrant v. Herrmann, 569 U.S. 613 (2013)).
Wayne is also a professional artist winning many awards at juried art shows. His paintings are on display at the Chickasaw Supreme Court and Headquarters and you may find him in art shows across Oklahoma. He enjoys spending time with his wife and three children, church activities, is a Category 3 bicycle racer, and fly fisherman.
